Subliminal messages at Victoria

On the concourse fllor at victoria station, there are messages telling us to "avd wste" or some similar way of writing "Avoid Waste" more efficiently. Fair enough.

Others say "Cntrl Lndn".

Who wants me to control London, and why are they sending me messages in this way!?
