Cookie mechanics

I baked some choc-chip cookies.
I need a better recipe. Or I need to know more about exactly how varying ingredients works. The recipe I use makes some tasty cookies but they're all a little too cake-like. Adding extra liquid doesn't really change much. Just makes them flatter.
Are there any baking experts here? What can I do to make them more biscuity?

You will need:
4oz Plain Flour
1oz Cocoa
4oz Margarine
2oz Sugar
1/2tsp Vanilla essence (not essential)
Chocolate chips (white/plain/milk are all suitable and can be mixed to add variety)
Method:
1. Light the oven, 180oC. Place the shelf near the top of the oven. Grease a baking tray.
2. Cream the margarine, sugar and vanilla essence.
3. Sieve the flour and cocoa together into the creamed mixture and stir carefully until fully mixed.
4. Add chocolate chips to taste, and stir into mixture.
5. Divide into about 16 pieces, each the size of a walnut. Place well apart on the baking tray and flatten each with a fork dipped in cold water.
6. Bake for 15 minutes. Cool on a wire tray.
7. Enjoy.
