Batman villains tend not to be super powered. Joker might be hard to defeat but that's because he's intelligent and unpredictable. . Mr. Enigma hides behind the scenes. Penguin is just a mob boss. Mr. Freeze has been changed but it doesn't give him any special ability. He relies on gadgets for that. Sure, there are a few - Bane and Clayface are obvious examples.

And of course, Harley Quinn.

Yes, really. Harley Quinn has super powers. Take this scene from Birds of Prey and the Fantabulous Emancipation of One Harley Quinn. Harley marches into a police station, causes chaos and walks out unscathed. Consider Harley's weapon of choice - a comically large hammer! Clearly Harley has Cartoon Trickster super powers.

Much like other cartoon Tricksters, Harley seems indestructible. The fourth wall is something that is only loosely adhered to. And where does that hammer come from Hammerspace! Can she do anything? No. Like that other trickster, Roger Rabbit, "Only when it's funny!"

Clearly Harley isn't fully aware of these abilities. She knows full well that if she sets her mind to do something she can achieve it, but doens't seem to know how.

Harley Quinn was not a character created by DC for the comics. She was an original character created for the animated series. Who was that series created by? Warner Brothers - creators of one of the most famous Cartoon Tricksters of all; Bugs Bunny! WB also created the Yakko, Wakko and Dot, who are well known for the chaos they cause. None of these characters are happy to remain confined to the animation page. Harley Quinn is clearly built from the same stuff.
